That US law allows US authorities to demand data from US companies, even when the data physically resides in the EU. In regulated industries — pharma, banks, insurance, government, mid-market companies with GDPR-sensitive customers — that's a hard blocker.

1. Linear
Standard US product, very mature UX. DPA available, GDPR-compliant. But: hosting in US AWS regions, no EU hosting plan. Cloud Act question identical to Jira.
Strengths: polished UX, keyboard-first workflow, huge third-party ecosystem (Slack, GitHub, Figma). 5+ years established.
Weaknesses: no EU hosting on any plan. English-first, German UI mediocre. USD pricing.
For whom: international teams without strict EU hosting requirements. If your DPO is satisfied with "GDPR-compliant via DPA," Linear is often the fastest pick.
2. OpenProject
Open-source, developed in Berlin. Self-hostable — on your infrastructure, behind your firewall. Cloud variant in Frankfurt.
Strengths: complete data sovereignty (self-hosting), open-source means no vendor lock-in, AGPL license for commercial use with conditions.
Weaknesses: UX is functional but not polished like Linear or Spedy. Setup + maintenance costs DevOps time. Smaller community, slower feature velocity. No built-in AI features.
For whom: teams with their own DevOps capacity who want maximum data sovereignty. Government, pharma, regulated mid-market.
3. Plane
Open-source, developed in India. Self-hostable or cloud (US). Looks modern, similar to Linear's aesthetic.
Strengths: modern UX, open-source, fast feature pace. Self-hosting free.
Weaknesses: cloud plan is US-hosted (same Cloud Act point). Self-hosting again costs DevOps time. Young product (~2 years), smaller community than OpenProject.
For whom: teams who want Linear-style UX but want to self-host or prefer open-source.
4. Spedy
